Not really software, more an on line resource, but at the risk of being told "I thought everybody knew about this" I'm posting this link.

You can generate random numbers for selected lotteries or lottery types. You can also seed the generator with numbers you wish to Exclude, or seed it with numbers you want to appear on every line, or both. Thunderball and National Lotto 6/49 is available.
Unfortunately they haven't got around to Euromillions yet.
